Abstract
Water conservancy and hydropower PPP construction mode was a newer mode under Chinese political and economic background. In the application process of this mode, it existed many uncertain factors producing great risks to project. The reform of investor was the most important one among them. Analysis risk allocation between investors had great significance to reduce project risk and to enhance project success. The result shows that risk preference of the partner, risk undertaking ultimate and participation level of the partner do obviously influence to risk allocation.
