Abstract
Project approval plays an important role in the domain of e-government. However, since approval systems are inconsistent in different regions, semantic ambiguities are generated in knowledge representation and understanding. Based on extended ABC, an Project Approval Ontology Model(PAOM) was constructed in this paper, and relations among approval organizations, project and approval solutions were explicitly presented in PAOM. Also, five key elements in the model were defined in detail, including concepts, relations, functions, axioms and instances. Finally, the model was validated by the approval for Tianjin municipal science and technology project. The result showed that knowledge sharing could be realized in the process of project approval.
