  • Abstract
    A low-complexity rate control algorithm is proposed for the video coding standard H.264/AVC. First, through theoretical derivations, a new frame layer bit allocation scheme based on coding complexity is proposed. Considering the linear Mean Absolute Difference (MAD) prediction model employed in H.264/AVC being much complex in computation, we propose a weighted MAD prediction model by using the spatial and temporal connections. Experimental results show that compared with the rate control algorithm of H.264/AVC reference software, the proposed algorithm is more accurate in bit-rate control, and gains better video quality. At the same time, it reduces coding time significantly.
