Abstract :
On the basis of traditional data envelopment analysis model, by introducing the ideal decision making unit, the improved data envelopment analysis model is established to determine a set of common weights; then according to them , efficiency index of each black start plan is calculated to rank the black start plans. Finally, it is verified that this method is effective and advantageous through the application to a practical power system and comparison with the traditional data envelopment analysis.
