Abstract
In order to resolve the conflict between Load Balancing (LB) and Mobility Robustness Optimization (MRO) in Long Term Evolution (LTE) networks, a conflict avoid method has been proposed. However, the speed of users is neglected in the existing scheme, which has an obvious effect on system performance. To this end, we propose a new method, called the optimal conflict avoidance (OCA), which can set the handover range of LB dynamically considering the movement of users. The numerical results validate the effectiveness of our proposed OCA in terms of network throughput, Call Blocking Ratio (CBR) and Radio Link Failure (RLF).
