Abstract :
The aim of this paper is to examine the notion that how the concept of creative city is perceived and executed in non-Western context by conducting empirical study on social entrepreneurs in Taiwan. Compared with fixed and rigid hierarchies of communities, regions, cities and states, I would like to depict how these social entrepreneurs use their flexibility, connecting and assembling resources within different levels. Furthermore, I will dive into the discussion on the positioning of social entrepreneurs and their roles in terms of local development. I also concern about to what extent it reflects the deficiency of the entire structure.
