Abstract :
This paper gives an overview of Energy strategies and policies deployed in the Building sector to promote and facilitate efficient resource utilisation, greenhouse gas emission reduction and promulgation of a carbon neutral environment. Rising energy prices, diminishing energy resources, electrical power system constraints, unprecedented Climate change, and unsustainable nature of human existence all warrant for action. The need to establish systems & processes necessary to improve energy performance, including energy efficiency, use, consumption and intensity of Buildings in residential dwellings through the development of codes, regulations or standards for Buildings is paramount. Building Energy Efficiency Codes should lead to reductions in energy cost, greenhouse gas emissions & other environmental impacts, relief on the electricity power grid and a met societal responsiveness (Quality Residential dwellings that are affordable to maintain and live in).
