Welcome to the 31st Electrical Insulation Conference (EIC), being held at the National Hotel in the city of Ottawa, Ontario, Canada on 2nd to 5th June 2013. This conference is sponsored by the IEEE Dielectrics and Electrical Insulation Society (DEIS). We have worked hard to bring together a strong technical program along with exhibits for your education and discussion. 192 abstracts were received, resulting in 115 papers to be presented over the four days of the conference. 34 will be presented in the Sunday night poster session while 81 will be presented in one of the 15 oral sessions. These papers span multiple practical applications of electrical insulation: machines, transformers, outdoor insulation, cables, substations, nano-materials and materials, including partial discharge and diagnostics of transformers, cables and machines.
