Abstract
TV White Space (TVWS) promises to deliver better spectrum utilization by allowing secondary TVWS devices to access the channels allocated to primary users when these channels are unused. However, the current spectrum access control via geo-location database (GLDB) approach does not provide quality of service (QoS) differentiation for TVWS devices which is one of the greatest concerns for devices utilizing shared spectrums. In this paper, we proposed a new scheme called GLDB-Q where this new scheme is able to provide certain level of QoS differentiations for TVWS devices and service classes. We present three criteria for high priority access and four mechanisms for spectrum allocations. Analysis and numerical results are presented to show that the proposed schemes are useful to guarantee the QoS requirements of TVWS devices when the system load is high. This new GLDB-Q scheme allows better regulatory control over the spectrum allocation so as to better utilize the shared spectrum while allowing QoS differentiation. This new capability is important as it will allow even better acceptance of TVWS for more critical services.
