Abstract
Electric vehicles (EVs), their massive use and marketing in Colombia can only be guaranteed if there is a technical regulation that defines the minimum technical requirements for the operation of EVs and a set of incentives that motivate the users to adopt them. It is important to consider that the new regulation cannot try to "inherit" the standards and regulations applied to EVs in other countries, because their operational requirements in Colombia are subject to: geographical conditions of the cities (which in most cases have high slopes), road conditions, driving patterns, traffic safety, customer perception and distribution network constraints. These aspects modify the performance and efficiency of current EVs. This paper presents the key challenges to define a regulatory framework for EVs in Bogota D.C., Colombia.
