Abstract
Two commonly used demand side management (DSM) tools are customer baseline (CBL) for determining user behavior when forecasting load consumption, and demand response (DR) for reducing consumption during critical hours and peak times. In this paper, we estimate and compare a CBL model based on a decomposition method to DR based on a demand-price elasticity matrix. Numerical examples are used to describe the CBL and DR on the 6-bus Roy Billinton Test System (RBTS) and 24-bus IEEE RTS.
