Abstract

The 2013 Joint International Conference on rural Information & Communication Technology and Electric Vehicle Technology is intended as a forum for researchers, academics, and practitioners to exchange theories, ideas, techniques and experiences related to all aspects of system engineering and technology as well as a platform to build or develop cooperative relationships among participants. The scope of the conference covers all fields in Digital Media Technology, Digital Learning Technology, Health Information, Games and Serious games, Electric Vehicle Technology and its application. RICT-ICEV 2013 is organized by Institut Teknologi Bandung (ITB), Indonesia. This conference is also sponsored by IEEE Computer Society Indonesian Chapter. This volume contains 77 papers that were carefully selected for publication in the proceedings and oral presentation at the conference. In addition to regular presentations, three keynote speakers were invited to deliver lectures on Information and Technology.
