Abstract :
Expressway construction is currently the major task in the highway sector, yet operation management of highway is also a very important work. In the restructuring for communications system, strengthening the expressway management has become an important assignment for the highway administration department on various levels, therefore, the restructuring for expressway construction and operation management should be carried out concurrently with corporatization in the reform.
