  • Abstract
    This paper explains how industrial accidents can be avoided with a structured approach to regulation. It explains how past regulatory framework manifests itself in UK, and offers some suggestions as to how companies and engineers can learn from headline grabbing events so that, hopefully, they never have to be involved in one. Seveso II increased the focus on protection of the environment and was the first European directive to cover eco-toxic substances such as aquatoxics. It introduced new requirements relating to safety management systems, emergency plans and land-use planning, and tightened up the provisions on inspections and public information.
