Abstract
A brief survey of international efforts to address spectrum and incumbency issues and implement new personal communications services (PCS) is presented. Worldwide frequency allocations agreed to in the 1992 World Administrative Radio Conference (WARC 92) are discussed. The development of personal communication services in European, Asian, and North American countries is reviewed.<>
