Abstract
On the basis of kinetic theory, general relations for the starting current and frequency shift in electron-cyclotron resonance masers are derived in the case of eccentricity of the electron beam in a cavity. The influence of a misalignment of the beam and cavity on the gyrotron operation is discussed as an example
