Abstract
Frequency domain methods are used to develop necessary and sufficient conditions for the existence of an internal model precompensator that provides internal stability and output regulation when specified structural perturbations occur in plant parameters. It is shown that if the exogenous signal modes are invariant under parameter perturbations and if nominal plant transmission zeros do not coincide with these modes, then a suitable precompensator exists.
