Abstract
EMP and SGEMP induce currents on the outside of spacecraft. The internal fields are determined by the transfer impedance of the satellite skin, which may be metallized dielectrics. The transfer impedance of individual layers of thermal blanket materials and a multi-layer blanket has been measured in a quadraxial test fixture. The inductive component in the transfer impedance is not significant at frequencies up to 300 MHz.
