Abstract
In a country so generously endowed with natural resources, it is intriguing to study the former USSR´s development within the context of the political and social regime existing at that time. The author describes the reasons behind the decisions taken which make the story of hydroelectric development in the USSR of fascination to engineers, to political scientists and to economists, involving initially spectacular successes but, in time, a quite radical revision of traditional thinking
