Abstract
A thresholding strategy for the detection of signals in nonstationary noise is developed from a minimum-cost argument. The case of a chi-square fading signal in Gaussian noise is worked out as an example. Over a wide range of S/N the resulting strategy offers significantly lower PFA than a comparable CFAR level, while the sacrifice in PD relative to CFAR is small.
