Worst-month statistics

The concept of the worst month is of importance to the designers of telecommunication systems who have to meet percentage of `any month¿ performance criteria. This letter provides a definition of the worst month and presents a procedure for the estimation of worst-month statistics based on a series of monthly values for the probability (percentage of time) of exceeding a preselected threshold. A procedure is also presented for relating worst-month statistics to average annual statistics.
