Abstract
As the largest technical project ever undertaken, the Strategic Defense Initiative (SDI), popularly known as ``Star Wars, presents qualitatively as well as quantitatively new problems in engineering and research management. The previous record of quality, reliability, innovation lead times, data handling and related decision making in projects of a similar nature suggests new and probably insurmountable difficulties in the management of development, in the resultant quality and reliability of any deployed system; and in the organization of the technical and scientific resources of the United States.
