Abstract
The author argues that emphasis on demand-side management and least-cost resource planning techniques are impeded by a focus on a limited number of resource comparison criteria. He presents 14 comparison criteria which encompasses the full range of considerations used in long-run resource planning. These 14 criteria cannot all be fully quantified using data and techniques available at this time; however, qualitative rankings can be accomplished. The use of the criteria is illustrated by a stylized example consisting of a need for 200 MW of baseload capacity.
