تغيير مفهوم نقش ملي و اصول سياست خارجي ژاپن: از يك دولت صلح‌طلب به يك دولت حافظ صلح

The Change of the Japan’s Concept of National Role and Foreign Policy Principles: From a Peaceful State to a Peacekeeping State

ژاپن از ابتداي قرن 21م. دوران گذار را پشت سر مي‌گذارد؛ دوره‌اي كه در آن مي‌كوشد به مفهوم جديدي از نقش ملي دست يابد. اين پژوهش ادعا مي‌كند كه ژاپن به دليل فشارهاي بين‌المللي، تغيير در رهبري داخلي، هنجارهاي اجتماعي و تمايل شديد نسبت به مقوله احترام در عرصه بين‌المللي، در پي تغيير اصول سياست خارجي و مفهوم نقش ملي خود برآمده است. دگرگوني در اصول سياست خارجي ژاپن، به­وضوح در رفتارهاي معطوف به حفظ صلح و نيز حمايت از قانون جديد «اعمال محدوديت‌هاي مؤثر بر نيروهاي مسلح» اين كشور قابل رؤيت است. هدف پژوهش حاضر، يافتن مفهومي از نقش ملي است كه به بهترين وجه قابليت توصيف اهداف و اصول سياست خارجي ژاپن را داشته باشد. سؤال اصلي پژوهش حاضر آن است كه عامل اصلي دگرگوني در اصول سياست خارجي ژاپن چيست؟ در پاسخ، فرضيه اصلي قابل طرح چنين است كه حركت در مسير وابستگي و تبعيت، عامل اصلي تغيير اصول سياست خارجي ژاپن بوده و البته، تأثيرات رفتاري ناشي از اين قضيه، اين كشور را در مسيري جهان‌وطنانه‌ سوق داده است. نتايج پژوهش، گوياي آن است كه ژاپن در حال حاضر با عدم قطعيت در سياست خارجي خود مواجه است و بايد بين ادامه سياست خارجي درونگرا همراه با وابستگي شديد به آمريكا و يا اصول بين‌الملل‌گرايانه به­عنوان يك دولت حافظ صلح با سياست‌هاي عادي دفاعي، يكي را برگزيند. شايان ذكر است كه روش پژوهش به­كار رفته در اين تحقيق، از نوع توصيفي- تحليلي با مراجعه به داده‌هاي كتابخانه‌اي است.

From the Beginning of the 21st century, Japan is passing through a transition period, a period in which it tries to achieve a new concept of national role. The present article believes that as a consequence of international pressure, changes in domestic leadership and social norms and an increasing aspiration for honor in international relations, Japan has been changing its foreign policy measures and its national role conception. The change in Japanese foreign policy demonstrates itself implicitly in Japan’s international peacekeeping acts and the appending new legislation “imposing effective limitations on its armed forces”. The purpose of the present study is to find a concept of the national role that best describes the goals and principles of Japanese foreign policy. The fundamental question of the article would be: what is the main reason of the change in Japan’s foreign policy principles? The underlying hypothesis is that pursuing the path of dependency has been the main factor for the change of Japan's foreign policy and the pressure emanating from dependency has directed Japan towards cosmopolitan path. The finding of the study shows Japan is now facing an uncertainty in its foreign policy and it has to choose between continuing inward looking foreign policy along with high dependency on the United States or internationalist principles as a peacekeeping state with normal defense policies. The methodology used in the paper is descriptive-analytical based on library sources.
