سنجش و ارزيابي وضعيت حقوق شهروندي در رابطۀ شهروندان با سازمان متروي شهر تهران

Assessment and evaluation the civil rights of citizens in relation to Tehran City's Metro

يكي از مشكلات بزرگ شهرهاي ايران نابساماني ترافيكي و حمل‌ونقل، ناآگاهي شهروندان از مقررات و قوانين و رعايت‌نكردن آن و همچنين رعايت‌نكردن حقوق شهروندان از سوي سازمان‌هاي مربوط به حمل‌ونقل از جمله مترو يا نبود قوانين در اين زمينه است. يكي از نشانه‌هاي جامعة پايدار، رعايت حقوق شهروندي است و شهروندان و سيستم حمل‌ونقل شهري حقوقي متقابل نسبت به هم دارند. در اين راستا، هدف پژوهش حاضر بررسي وضعيت حقوق شهروندي در رابطه با سازمان مترو است. اين تحقيق از نظر هدف كاربردي است و با روش توصيفي- تحليلي و به‌صورت پيمايشي انجام گرفته است. جامعة آماري شامل استفاده‌كنندگان از مترو در شهر تهران است. با توجه به نتايج اين پژوهش، بين سه متغير مورد بررسي يعني آگاهي از حقوق شهروندي و حقوق متقابل، مشاركت شهروندي و عملكرد مترو رابطة معناداري وجود دارد، اما در زمينة ساير متغيرها معناداري مشاهده نشده است. بين جنس و شغل و تحصيلات با سه متغير مورد بررسي يعني آگاهي از حقوق شهروندي و حقوق متقابل، مشاركت شهروندي و عملكرد مترو رابطة معناداري وجود ندارد و شهروندان فقط استفاده‌كنندگان مترو هستند و هيچ مشاركت اجتماعي و مالي در طرح مترو نداشته‌اند؛ بنابراين، احساس مسئوليت و تعهد آن‌ها در سطحي پايين قرار دارد و سازمان نيز در اين زمينه از چيزي استقبال نكرده است. در پايان پژوهش، در راستاي تدوين حقوق و قوانين شهروندي و حقوق متقابل آن‌ها با سازمان مترو، راهكارهايي ارائه شده است.

In Iran one of the big problems in traffic and transport is unawareness or lack of respect to rules by some citizens and so reciprocally lack of rules in this respect in relation to citizens from transport relevant organizations such as Metro. Lack of respect the rights and duties of citizens and reciprocally rights of organizations linked to public transportation such as subway, could be due to a belief or disbelief, respect or non-compliance, or the public awareness of citizenship rights. Awareness of civil rights causes the citizen participation in municipal affairs and it causes they be more stability, continuity, and they can be more responsible. Discussion about mutual rights of citizens and organizations such as the Tehran Metropolitan Transportation is the important discussion. Citizens of Tehran metropolis according to the its strategic situation and the demographic and economic situation in the country, and also according to the urban population's need for rapid movement, they require more knowledge about their mutual rights and subway system. So, the present study is an effective step to know about each other reciprocal rights and duties of citizens and the subway.
