چكيده فارسي :
اكنون اعتراض سياسي يك مسئله براي جمهوري اسلامي ايران محسوب مي‌شود. اين پديده سياسي - اجتماعي در ابعاد مختلف ثبات سياسي را به چالش كشيده است. جامعه ايران از يك سو در سطوح مختلف و متعدد درگير روندي اعتراضي مي‌باشد و از سوي ديگر جمهوري اسلامي ايران خواهان حفظ ثبات سياسي خود به منظور حكمراني است. از اين‌رو يكي از مسائل اصلي جمهوري اسلامي تعارض بين دوگانه اعتراض سياسي و ثبات سياسي مي‌باشد.
براي پاسخ به اين سؤال مبتني بر روش كيفي و همچنين مبتني بر چارچوب نظري ثبات سياسي به مثابه نقطه تعادل، در دو سطح خرد و كلان به زمينه‌ها و بسترهاي شكل‌گيري اعتراض سياسي در جمهوري اسلامي ايران پرداخته شده است؛ آنگاه اثرگذاري اعتراض سياسي به عنوان يك عامل بي‌ثبات‌كننده بر روي نقطه تعادل در جمهوري اسلامي ايران مورد بحث و بررسي قرار گرفته است. در نهايت مشخص شد، اعتراض سياسي به عنوان يك عامل بي‌ثبات‌كننده فعال در هر نظام سياسي امكان وقوع دارد و براي مديريت آن لازم است ابتدا فهم صحيحي از مفهوم اعتراض سياسي به دست آيد، آنگاه سطوح اثرپذيري ثبات سياسي از اعتراض سياسي از يكديگر تفكيك شوند تا متناسب با هر سطح اقدام و تصميم‌سازي صورت پذيرد.
مبتني بر اين الگوي تحليل، سه سطح راهكار عملياتي جهت حل تعارض دوگانه اعتراض سياسي و ثبات سياسي ارائه شده است. نوآوري اين مقاله پژوهشي تلاش براي ارائه راهكارهايي براي حل تعارض دوگانه اعتراض سياسي و ثبات سياسي در جمهوري اسلامي ايران به عنوان يك مسئله عيني و واقعي و مورد نياز جامعه و نظام جمهوري اسلامي ايران مي‌باشد.

Political protest is currently a major problem for the Islamic Republic of Iran, since this political-social phenomenon has challenged its political stability in various dimensions. On the one hand, Iranian society is involved in a progressive protesting movement for various reasons and at various levels, and on the other, the Islamic Republic as a political system needs to maintain its political stability in order to rule. Hence, one of the main problems of the Islamic Republic is the solution to the conflict between political protest and political stability.
To find an answer to this conflict, the grounds for the formation of political protest in the Islamic Republic have been examined based on the qualitative method and the choice of a theoretical framework for political stability as an equilibrium, at two micro and macro levels; then the mechanism of the effectiveness of the political protest has been discussed as a destabilizing factor in the Islamic Republic of Iran.
Finally, it became apparent that political protest may occur as an active destabilizer in any political system, and for its management, it is necessary first to obtain an accurate understanding of the concept of political protest, then to distinguish the effective levels of political stability and political opposition so that one could take the necessary steps and make decisions.
Based on this analytical model, three levels of operational strategy are proposed to solve the dual conflict of political protest and political stability. The innovation of this research paper is an attempt to provide solutions to the dual conflict of political protest and political stability in the Islamic Republic as an objective and real issue for the society and the Islamic Republic's system.
