تجربه اولويت بندي علوم و فناوري هاي مورد نياز در سازمان هاي دفاعي با رويكرد قابليت محوري

Priority Experience of Science and Technology Requirement in Defense Organization: Capability Approach

علم، محور اصلي رشد و توسعه است و نيروهاي مسلح جمهوري اسلامي ايران براي رويارويي با شرايط محيطي، بايد منابع علمي و دانشي و فناوري خود را كه از سرمايه‌هاي معنوي آنهاست، مديريت كنند. به علت محدوديت و برگشت‌ناپذيري منابع، اعم از منابع مالي، انساني و زمان، امكان پرداختن به همه علوم و فناوري‌هاي موجود، فراهم نيست. تعيين علوم و فناوري‌هاي مورد نياز، سازمان را از فعاليت‌هاي علمي متشتت و غير مورد نياز باز مي‌دارد. هدف اصلي اين تحقيق، ارايه فرايند مناسب استخراج و اولويت‌بندي علوم در سازمان‌هاي نظامي است و اهداف فرعي آن بدين شرح مي‌باشد: تعيين علوم و فناوري‌هاي مورد نياز سازمان و اولويت‌بندي علوم و فناوري‌هاي مورد نياز سازمان. تحقيق حاضر بر حسب نتايج تحقيق از نوع كاربردي توسعه‌اي و به روش موردي زمينه‌اي و توصيفي تحليلي مي‌باشد. به دليل نياز به بررسي خبرگي، تحقيق با رويكرد آميخته (هم كيفي و هم كمي) صورت پذيرفت و 10 جلسه خبرگي با دعوت از20 نفر از متخصصان برگزار شد. تعداد جامعه آماري، حدود 250 نفر و حجم نمونه با استفاده از فرمول كوكران 70 نفر مي-باشد. آلفاي كرونباخ پرسشنامه محقق ساخته 0.987 است. نتايج تحقيق نشان مي‌دهد كه علوم و فناوري‌هاي مورد نياز سازمان‌هاي نظامي را مي‌توان با استفاده از رويكرد قابليت محوري استخراج نمود. قابليت‌هاي مورد نياز سازمان را بايد از وظايف سازمان استخراج نمود. ملاك-هاي مطلوبيت تعيين اسنادي كه بتوان وظايف و قابليت‌هاي مورد نياز سازمان را استخراج نمود، بدين شرح مي‌باشند: در سطح سازمان باشد؛ در بازه زماني چشم انداز باشد؛ مصوب باشد.

Science is the main pillar of growth and development. For Encountering with environmental conditions, Islamic Republic of Iran Armed Forces should manage their scientific, knowledge and time resources, which are their intellectual capital. Because of restriction and irreversibility of resources, including funds, human and time resources, it is impossible to deal with all of the sciences and technologies. Specifying of required sciences and technologies, prevent organization from divided and non-required activities. The main objective of the research is introduction of proper process for extraction and prioritizing of required sciences in military organizations and its subsidiary objectives are determination and prioritizing of required sciences and technologies. The research is an applied- developmental one and in terms of method is a descriptive and survey research. Due to the need for expertise evaluations, the research was performed in a mixed (quantitative and qualitative) approach and 10 expertise meetings were held inviting 20 experts. Statistical society of the research is 250 people and sample size was 70 people according to Chocran formula. Cronbach's alpha of questionnaire was 0.987. The results of the research indicates that required sciences and technologies in military organizations can be extracted by capability based approach. Required capabilities of organization should be extracted from tasks of organization.
