بررسي و تحليل نقش مشاركت مردمي در بهسازي بافت هاي فرسوده شهري(مورد مطالعه: محله جليلي شهر كرمانشاه)

Analyzing the Role of People's Participation in Improving the Old Urban Structures (Case Study: Jalili Neighborhood in Kermanshah)

بافت‌هاي فرسوده در واقع بخش‌هايي از بافت‌هاي شهري است كه كيفيت‌هاي كالبدي و كاركردي آنها كاهش يافته و يا مختل گرديده است. موضوع بهسازي بافت‌هاي فرسوده اصولاً امري است كه بدون مشاركت ساكنين مناطق امكان‌پذير نيست. پس مي‌توان گفت براي دستيابي به توسعه پايدار مشاركت مردم در عرصه‌هاي اقتصادي و اجتماعي ضروري است و افزايش نقش شهروندان در امور شهري مي‌تواند در ايجاد تعادل و هماهنگي لازم بين بخش‌هاي جامعه، نقش ارزنده‌اي را ايفا نمايد. اين پـژوهش بـا هدف تحليل نقش مشاركت مردمي در بهسازي بافت فرسوده محله جليلي شهر كرمانشاه انجام شده، پژوهش حاضر به لحاظ هدف، كاربردي و از لحاظ روش، پيمايشي(پرسشنامه و مصاحبه)است و براي تحليل آنها از نرم افزار SPSS استفاده شده است. جامعه آماري پژوهش حاضر شامل تمامي خانوارهاي ساكن در محله جليلي شهر كرمانشاه، مي‌باشد كه جمعيتي بالغ بر 5600 نفر را در خود جاي داده است. براي انتخاب نمونه از بين ساكنان محله مورد نظر از فرمول كوكران استفاده شده است. بر اين اساس تعداد 359 نفر به عنوان حجم نمونه انتخاب شد. يافته هاي پژوهش نشان مي دهد كه مشاركت شهروندان در بهسازي و نوسازي بافت فرسوده كوچكتر از حد متوسط ارزيابي شده و مي‌توان عنوان كرد، مشاركت شهروندان در بهسازي و نوسازي بافت فرسوده محله در سطح مناسبي نمي‌باشد. همچنين مي‌توان گفت كه اعتماد به مسئولين، عامل مؤثر بر مشاركت مردمي و نبود يا كمبود تشكل‌هاي فرهنگي ـ اجتماعي مهمترين مانع مشاركت مردمي در بهسازي بافت فرسوده آن محله مي‌باشند.

Actually, the old structures are parts of urban structures that their functional and body qualities are reduced or disturbed. Principally, the subject of improving the old structures is the impossible matter without citizens' participation. Therefore, it can be said that it is necessary for achieving the stable development of people's participation in the economical and social fields and increasing citizens' role in urban affairs can play a significant role in creating necessary balance and harmony between society classes. This study is performed through analyzing the role of people's participation in improving the old structure of Jalili neighborhood in Kermanshah. The present study is applied in terms of purpose and in terms of method, survey (questionnaire and interview).and the considered information is gathered by observing and filling the questionnaire and SPSS software is used for analyzing them. The statistical population of the present study includes all resident households in the Jalili neighborhood and the population has more than 5600 members. The Cochran Formula is used for selecting the samples among residents. Consequently, the amount of 359 members is selected as the sample. The findings of the study show that citizens' participation is calculated lesser than the average and it can be said people's participation is not located at the suitable level in improving and renovating the old structure. In addition, it can be expressed that reliance on managers, the effective factor on people's participation and the shortage of cultural-social constitutions for excluding people's participation in improving the old structure of neighborhood.
