درطول ساليان گذشته با عنايت به تأكيدات رهبران عالي نظام ج.ا.ايران مبني­ بر واگذاري امور اقتصادي به مردم و تأييدات سياست ­هاي كلي اصل 44 مبني بر تقويت نقش و جايگاه بخش خصوصي در اقتصاد ملي، كماكان در بهره‌گيري مناسب از پتانسيل­ هاي اين بخش توفيق نداشته­ايم. پژوهش حاضر با هدف دستيابي به نظريه‌اي در حوزه تبيين راهبرد اقتصاد بخش خصوصي از منظر امام، رهبري و قانون اساسي انجام شده است. روش تحقيق به صورت كيفي و مبتني بر نظريه‌پردازي داده بنياد است. داده‌هاي اين تحقيق به صورت تمام شمار بوده و تجزيه‌وتحليل اطلاعات براساس مدل پارادايمي انجام گرفت. براساس نتايج اين مدل مي توان بيان داشت كه مشاركت بخش خصوصي موجب رشد و توسعه اقتصاد كشور شده و از ايجاد انحصار غيرضرور و تبديل شدن دولت به كارفرماي بزرگ جلوگيري مي‌نمايد فلذا افزايش سهم بخش خصوصي در اقتصاد ملي و گسترش مالكيت در عموم مردم به‌منظور تأمين عدالت اجتماعي مي‌بايست در دستور كار اجزاي حاكميت قرار گيرد. بخش خصوصي در كشور داراي حقوقي اساسي است. ارائه شفاف اطلاعات به منظور تقويت ساختار رقابتي و دسترسي يكسان و عادلانه به اطلاعات و مشاركت آزادانه اشخاص در فعاليت‌هاي اقتصادي و برخورداري از امتيازات قانوني ازجمله حقوق اين بخش از اقتصاد ملي است همچنين امنيت اقتصادي تضمين‌كننده فعاليت بخش خصوصي بوده بنابراين حاكميت مي بايست با حمايت قضائي مؤثر، مالكيت مشروع بخش خصوصي و كليه حقوق ناشي از آن را محترم شمارد.
