دراين مقاله به بررسي نقش عدم رعايت اخلاق شغلي در عدم تحقق اهداف اجراي طرح هايي از جمله بنگاه هاي زود بازده و صندوق توسعه ملي كه تسهيلات ارزان قيمتي به صورت تكليفي در اختيار اجرا كنندگان آن قرار گرفته، پرداخته مي شود. در اجراي اين طرح ها سه گروه ايفاي نقش مي نمايند، نخست تصويب كنندگان كه در سطح كلان بايد با در نظر گرفتن اهداف برنامه هاي توسعه كشوري، امكانات، منابع و بازار محصول طرح نسبت به تصويب و تخصيص اعتبار به شهر يا استان مورد نظر اقدام نمايند، سپس در سطح خرد پرداخت كنندگان بايد با پرداخت و نظارت بر اجراي طرح و مصرف كنندگان با دريافت و مصرف آن در طرح مورد نظر علاوه براشتغالزايي و كسب درآمد، موجب افزايش توليد شوند. بر اساس نتايج مطالعه اين تسهيلات اكثراً به مصرف مورد نظر نرسيده و با افزايش نقدينگي و مصرف آن در فعاليت هاي سوداگري ، تورم فزاينده اي را به جامعه تحميل كرده است كه علت اين امر را مي توان در عدم رعايت اخلاق شغلي توسط اين سه گروه عنوان كرد: تشخيص نادرست تصويب كنندگان طرح ها از وجود منابع و امكانات در منطقه براي اجراي طرح باعث افزايش قيمت تمام شده محصول و تورم منطقه اي شده، همچنين عدم بازاريابي قبل از اجراي طرح باعث ركود طرح و ورشكستگي طرح و عدم وصول اين تسهيلات گرديده، از طرفي عدم رعايت اخلاق شغلي در مصرف اين تسهيلات در طرح مورد نظر توسط دريافت كنندگان آن و عدم نظارت بر اجراي صحيح آن توسط پرداخت كنندگان از مهمترين عوامل به نتيجه نرسيدن كامل اين طرح ها در افزايش توليد ملي مي باشد.

This paper examines the role of nonconformity the business ethics in achieving the objectives of the implementation plan including early return firms and national development fund, that use from the affordable facilities on duty. Three groups will play a role in these projects, first approvers that at the macro level should consider the objectives of national development plans, facilities, resources and product market comments towards the adoption and appropriation of the city or province, Then at the micro level, payers should with pay and monitor the implementation of the project and consumers with receive and use it in desired plan in addition to creating jobs and earn money increase the production. Based on the results, despite the correct diagnosis supported of domestic productive, it seems there were problems in its implementation. what is certain this facilities are not often used in desired plans and by increasing the liquidity and its use in business activities, Inflation has increased to society. The reason can be found in non-compliance with professional ethics by the three groups said. Misdiagnosis of designs from the resources in the region, to implement the plan to increase the price of the product and inflation regional, also lack of marketing to project causing stagnation and bankruptcy plan and has received no the facility. On the other hand, the lack of professional ethics in use of the facility in desired design by its recipients and the lack of monitoring of correct implementation by the payers of the most significant factors are full fail in increase national production.
