Anticipation and Development of Main Sectors of Green Jobs Needed for Iran

پيامدهاي ناگوار زيست‌محيطي كه جهان كنوني با آن رو‌به‌روست، ناشي از برخورد غيرمعقول انسان با محيط‌زيست و استفاده بي‌رويه از منابع پايه است. بنابراين، لازم است فعاليت‌هاي اقتصادي در سمت و سويي جهت داده شوند كه علاوه بر مباحث اقتصادي، جنبه‌هاي زيست‌محيطي فعاليت‌هاي انسان نيز در نظر گرفته شود. در همين راستا، امروزه تأكيد خاصي بر روي مشاغل سبز، يعني هرگونه كار و شغل شايسته كه در حفظ يا احياي كيفيت محيط‌زيست سهم و نقشي داشته باشد، وجود دارد. اولين قدم در راه توسعۀ مشاغل سبز بررسي نيازهاي جامعه و شناسايي مشاغل سبز بر اساس آن نيازها مي‌باشد. براي درك بهتر از شرايط موجود و برنامه‌ريزي مناسب لازم است مشاغل سبز دسته‌بندي شده تا با درك صحيحي از اوضاع، اقدامات بعدي به‌عمل آيد. در اين مطالعه، با بررسي منابع مختلف علمي، بهره‌گيري از نظر خبرگان و شرايط جامعه، 604 شغل سبز متناسب با شرايط ايران شناسايي شد كه اين مشاغل در ده حوزه شامل انرژي‌هاي تجديدپذير، ساختمان سبز، حمل و نقل سبز، مديريت آب، مديريت پسماند، مديريت زمين (كشاورزي و شيلات)، بازار سبز، گردشگري، ساخت و توليد (صنعت و معدن) و خدمات حوزه‌بندي شد. با شناسايي اين بخش‌ها، سازمان آموزش فني و حرفه‌اي به عنوان متولي امر آموزش‌هاي مهارتي در حوزۀ مشاغل، لازم است اقدامات بعدي از قبيل تدوين نيازهاي مهارتي و آغاز آموزش‌هاي مناسب را هرچه سريع‌تر به انجام برساند.

The environment’s horrible consequences faced by the world are caused by the human’s illogical behavior to environment and resources. So it is necessary to move toward an economy that focuses on environmental aspects besides the economic ones. Green economy is a step towards decreasing these difficulties and provides new job opportunities. All these issues are in the frame of green jobs and skills. The green economy is defined as an economy that aims at reducing environmental risks and ecological scarcities, and that aims for sustainable development without degrading the environment. First step to develop green skills is needs assessment and identify green jobs. To do so, it is needed to categorize the green jobs and find the main sectors based on the country conditions for next proceedings. After identifying the main sectors of the green jobs by using the literature review, 604 jobs and skills were identified and classified. These were categorized in 10 main sectors including; renewable energies, green buildings, green transportation, water management, waste management, land management (agriculture and fishery), green markets, green tourism, manufacturing (industry and mines), and services. Iran Technical and Vocational Training Organization (Iran TVTO) responsible for skill training should begin next steps to develop national training curriculums for green jobs and implementing training courses to train technicians in the related field.
