بررسي ارتباط بين نقش بازيگران تدوين خط مشي عمومي با اجراي خط مشي هاي سلامت نظام اداري(مورد مطالعه:سازمان هاي اجرايي استان خوزستان)

Investigating the relationship between the role of actors in formulating a public policy on the implementation of health policies of the administrative system (Case study: Provincial organizations of Khuzestan province)

زمينه: يكي از دلايل عدم اجراي صحيح خط مشي هاي عمومي عدم ارتباط بين تدوين كنندگان خط مشي عمومي و مجريان مي باشد. در صورتي كه تدوين كنندگان خط مشي عمومي با اجرا ارتباط داشته باشند بسياري از مشكلات از بين خواهند رفت اما در عمل اين گونه نيست. هدف: پژوهش حاضر با هدف بررسي ارتباط بين نقش بازيگران تدوين خط مشي عمومي در اجراي خط مشي هاي سلامت نظام اداري انجام شده است. روش: در اين پژوهش جهت شناسايي بازيگران تدوين خط مشي عمومي از نظرات خبرگان با سابقه در حوزه خط مشي گذاري عمومي استفاده و سپس با تلفيق مولفه هاي استخراج شده از مباني نظري پژوهش، پرسش نامه اي در خصوص نقش بازيگران تدوين خط مشي عمومي تنظيم گرديد. براي شناسايي خط مشي هاي سلامت نظام اداري از قوانين و خط مشي هاي اين حوزه استفاده و در اختيار پاسخگويان قرار گرفت. براي تجزيه و تحليل دادهها از نرم افزارهاي Spss 22 و Amos 22 استفاده شد. يافته ها: در اين پژوهش كه بيشترين ميانگين رتبه(7/63) مربوط به رسانه هاي گروهي بود. همچنين در خصوص وضعيت اجراي خط مشي هاي سلامت نظام اداري در دستگاههاي اجرايي رتبه بندي صورت گرفت. نتيجه گيري: نتايج نشان داد كه بين نقش بازيگران تدوين خط مشي عمومي با اجراي خط مشي هاي سلامت نظام اداري رابطه معناداري وجود دارد.

Background: One of the reasons for the lack of proper implementation of public policies is the lack of communication between public policy makers and executives. If the public policy makers are involved with the implementation, many problems will be lost, but in practice this is not the case. Objectives: The purpose of this study was to investigate the relationship between the role of actors in formulating a public policy on the implementation of the health policy of the administrative system. Method: In this study, to identify the actors in the formulation of public policy, experts from previous history in the field of public policy were used and then, by combining the components extracted from the theoretical foundations of research, a questionnaire on the role of actors in the formulation of a general policy setting It turned out To identify the health policies of the administrative system. Findings: In this study, 13 actors involved in the formulation of public policy were identified, with the highest average score (63.6) for the mass media. Conclusion: The results showed that there is a significant relationship between the role of actors in the formulation of public policy.
