Pathology of mission execution method in lawenforcement by traffic policeencountering the offenses ( case study of Ardebil province)

حوادث ترافيكي همه ساله جان هزاران نفر را در كشور گرفته و خسارات جاني و مالي فراواني به بار مي آورد.در اين ميان يكي از نهادهاي مسؤول در امر جلوگيري از وقوع تخلفات رانندگي و كاهش سوانح ترافيكي، بي شك پليس راهنمائي و رانندگي است كه با ابزارهاي الكترونيكي و هوشمندي كه در اختيار دارد، همچنين با بهره گيري از نيروي انساني كارآمد و متخصص مي تواند در زمينه كاهش تخلفات و تلفات راننگي مؤثر باشد.هدف از نگارش اين تحقيق، شناسائي آسيب هاي موجود در روش اجراي مأموريت در اعمال قانون پليس راهنمائي و رانندگي هنگام برخورد با تخلفات استان اردبيل در سال 1395 مي باشد تا ضمن احصاء آسيب هاي موجود، به منظور رفع نواقص و كاستي ها، پيشنهاد هاي اجرائي مطلوب را ارائه نمايد. پژوهش حاضر از نظر نوع و هدف كاربردي، از نظر ماهيت و روش، توصيفي ـ تحليلي و پيمايشي است. جامعه آماري در اين تحقيق كارشناسان پليس راهور و رانندگان بوده كه نمونه آماري با استفاده از فرمول كوكران تعداد70 نفر از افسران كارشناس تصادفات و تعداد 368 نفر راننده كه در طول سال 1395 مرتكب تخلفات حادثه ساز رانندگي و يا تصادف شده اند، به عمل آمده است. ابزاري كه جهت گردآوري اطلاعات مورد استفاده قرار گرفته، مطالعات اسنادي، كتابخانه اي و پرسش نامه است. پرسش نامه پس از تأييد روائي و پايايي در بين نمونه آماري توزيع گرديد، سپس پرسش نامه هاي جمع آوري شده بر اساس طيف سنجش ليكرت و از روش هاي آماري توصيفي به منظور تحليل توصيفي داده ها و از آزمون تي تك نمونه اي به منظور آزمون سؤالهاي تحقيق استفاده شد. نتايج اين پژوهش نشان مي دهد روش اجراي مأموريت در اعمال قانون پليس راهور در هر سه بعد ساختاري، رفتاري و زمينه اي نامناسب مي باشد و آسيب هاي ساختاري، رفتاري و زمينه اي تا حد زياد و خيلي زياد در روش اجراي مأموريت اعمال قانون پليس راهور تأثير گذار هستند

Traffic accidents take thousand lives in the country yearly and cause many financial and physical damages. Meanwhile one responsible agency to prevent the occurrence of driving offenses and reduce traffic accidents isundoubtedly traffic police This agency can be effective to reduce driving offenses having smart and electronic tools and exploiting efficient human forces. The present research aims to identify the defects of mission execution method by traffic police to enforce the law encountering the offenses in Ardebil province during 1395. After identifying the present deficiencies it presents executive suggestions to remove these defects . The present research is applicable in terms of type and purpose and it is analytical _ descriptive and surveying in terms of method and nature. The statistical society includes drivers and traffic police experts. The statistical sample is selected using Cockrun formula including 70 accident expert officers and 368 drivers who have committed driving trouble making offenses or accidents during that year.The data collection tools are library,documentary studies and the questionnaire. The questionnaire had been distributed among statistical society when it's reliability and validity was confirmed. Then the collected questionnaires were examined based on Likert measurement spectrum. To analyze data and to test research questions the descriptive statistical method and single sample T test were used respectively. The results of this research showed that the mission execution method in law enforcement by traffic police is inappropriate in all three background,behavioral and structural dimensions. The background, behavioral and structural defectsto a greater extentaffect the way of law enforcement missions by traffic police.
