آسيب‌شناسي سياست خارجي جمهوري اسلامي ايران از منظر سامانه هاي نهادي معرفتي

Pathology of foreign policy Iran from institution perspective

نگارندگان در اين نوشتار در پي بررسي آسيب‌شناسي سياست خارجي جمهوري اسلامي ايران در طول چهار دهه گذشته از منظر سامانه هاي نهادي معرفتي هستند. بر اين اساس سؤال اصلي كه در اين پژوهش در پي پاسخ‌گويي به آن مي‌باشيم عبارت است از اين‌كه نهادهاي اساسي در سياست خارجي جمهوري اسلامي ايران كدامند و وضعيت آنها در تامين منافع ملي چيست؟ در پاسخ به عنوان فرضيه اصلي اين پژوهش مي توان گفت: نهادهاي تعيين كننده‌ي سياست خارجي جمهوري اسلامي ايران داراي سامانه هاي تئوكراتيك، بوروكراتيك، دموكراتيك و ميليتاري هستند. اين سامانه ها داراي نهادها، سياست ها، دست آوردها و آسيب هايي هستند. رعايت كردن يا نكردن الزامات نهادي در سامانه هاي معرفتي منجر به دست يابي يا هدر رفت منابع و منافع ملي در سياست خارجي‌ شده است. نتايج پژوهش نشان مي‌دهد كه در عرصه سياست خارجي جمهوري اسلامي ايران از يكسو شاهد ائتلاف نهادهاي بوروكراتيك و دموكراتيك؛ و از سوي ديگر شاهد ائتلاف دو نهاد تئوكراتيك و ميليتاري مي‌باشيم؛ كه منجر به پيچيدگي تصميم‌گيري در سياست خارجي شده است. وجود نهادهاي متعدد تصميم‌گيرنده در سياست خارجي باعث شده است كه ايران در پيگيري و تأمين اهداف خود در برخي مواقع با موفقيت و مطلوبيت كامل عمل نكند. به عبارت ديگر، اين آسيب‌ها نه تنها خود معضلاتي را ايجاد مي‌كنند، بلكه سبب مشكلات ديگري مي‌شوند كه در مجموع سياست خارجي را از وضعيت مطلوب دور مي‌سازد و موجب حاشيه راني منافع ملي مي گردد.

In this article, we want the analysis foreign policy Islamic Republic of Iran in the perspective institutionalism. The main question of this research is that which institutions are a basic role in the oriented foreign policy and what did happen Iran failed at the end of foreign policy? For answer the question we articulated institution foreign policy of Iran to four particular: bureaucratic, democratic, theocratic and military institution. Every one of this institution has one philosophic, doctrine and policy in the foreign policy of Iran. In the perspective of the institution, all epistemology must be regulated in one end and all doctrine and policy must be in one oriented. But in Iran, all the aspect of the bureaucratic, democratic, theocratic and military institution have separate oriented and this function resulted from parallel policymaking. In the act policy always we see integrate and coalition theocratic with military aspect and bureaucratic with democratic. The episteme of theocratic aspect is religious and ideological Shia and the military aspect want to reach stability and national security. The Iran of democratic always related to demand of citizen and always originated from president and parliament institution. The bureaucratic aspect related to administrative and organization in the political three branches and staff that employed in this structure. They demand conservatism and authority our organization. This article analysis all the thinker, concept, achievement and pathology four aspects of institution and narrative that for reach to national interest government must respect to rule institutionalism in foreign policy
