عدم شكل گيري موازنه قدرت در مقابل ايالات متحده پس از فروپاشي شوروي، به مدت يك ربع قرن، از پديده هاي جديد در روابط بين الملل بوده است. انديشمندان ليبرال علت اين امر را علاوه بر قدرت خارق العاده آمريكا در بعد نظامي، وجود مجموعه عواملي مي پندارند كه به آن "قدرت نرم" آمريكا مي گويند. ايجاد نهاد ها، سازمانها و رژيم هاي بين المللي، توليد كالاهاي عمومي امنيتي، مالي – تجاري و اقتصادي، چندجانبه گرايي و پرهيز از يكجانبه گرايي و نهايتا ساختار ليبرال داخلي، اصلي ترين وجهه قدرت نرم آمريكاست كه سبب گرديده است آمريكا حائز جايگاه "هژمون ليبرال" در نظم مستقر بين المللي گردد. اما در دوره جورج واكر بوش، يكجانبه گرايي و بي توجهي به برخي ساختارها و نهادهاي بين المللي در سياست خارجي آمريكا، خوش بيني هاي محض در مورد هژمون خوش خيم را با ترديد روبرو ساخت. پس از رياست جمهوري باراك اوباما و با روي كار آمدن دونالد ترامپ، اما، وي با سياست "اول آمريكا"، عقب نشيني دهشناك از بسياري از نهاد ها و رژيم هاي بين المللي، خودداري از توليد كالاهاي عمومي امنيتي و اقتصادي و پايان دادن به آنچه "سواري مجاني" مي خواند، پيگيري ناسيوناليسم اقتصادي، يكجانبه گرايي محض در نظام بين الملل و نهايتا بي اعتنايي به منافع ساير بازيگران از جمله دوستان وهم پيمانان آمريكا، جايگاه "هژمون ليبرال" و خوش خيم بودن اين كشور را با چالش جدي مواجه ساخته است.
