پدافند غيرعامل به عنوان نياز اصلي و سيستم دفاعي است كه خداوند در خلقت بسياري از جانداران قرارداده به طوري كه بر اساس اصول اختفاء، استتار، پوشش و فريب به دفاع از خود و رفع تهاجم مي پردازند. هدف از دفاع غيرعامل، استمرار فعاليت هاي زيربنايي، تامين نيازهاي حياتي، تداوم خدمات رساني عمومي و تسهيل اداره كشور در شرايط تهديد و بحران، تجاوز خارجي و حفظ بنيه دفاعي به رغم حملات خصمانه و مخرب دشمن از طريق اجراي طرح هاي پدافند غيرعامل و كاستن از آسيب پذيري منابع انساني و مستحدثات و تجهيزات حياتي و حساس كشوراست.
قابليت پدافند غيرعامل، ايجاد بستر مناسب توسعه پايدار كشور، هم راستا با سياست هاي تنش زدايي، پايدارترين و ارزان ترين شيوه دفاع، مناسبترين راهكار افزايش آستانه مقاومت ملي، پشتوانه اقتدار ملي، يكي از مهمترين ابزارهاي بازدارندگي، بهترين و مناسب ترين شيوه كاهش مخاطرات و كاهش آسيب پذيري، صلح آميزترين روش دفاع و فطري ترين عنصر دفاعي بشر در برابر حوادث است.
