اثربخشي دوره بصيرت غيرمتمركز استاني (مورد مطالعه: فرماندهي انتظامي غرب استان تهران)

The Effectiveness of the Course of Provincial Decentralized Insight (Case Study: Disciplinary Commandership in West of Tehran Province)

دوره‌هاي كوتاه‌مدت ضمن خدمت يكي مفيدترين دوره‌ها براي ارتقاي سطح دانش كاركنان هر سازمان محسوب مي‌شود. ليكن اجراي صحيح آن منوط به رعايت اصول و اهداف از پيش تعيين شده مي‌باشد. هدف اين پژوهش بررسي اثربخشي دوره بصيرت غير متمركز استاني برگزار شده براي مديران و روساي دواير معاونت‌ها و رده‌هاي اجرايي فرماندهي انتظامي ويژه غرب استان تهران در سال 96 است. اين مطالعه مقطعي و از نوع كاربردي بوده و جامعه آماري آن شامل 49 نفر از افسران جزء شركت‌كننده در دوره بصيرت غير متمركز استاني سال 1396 مي‌باشد و با توجه به اين كه دسترسي به تمامي شركت‌كنندگان در دوره ممكن بود، از اين گروه به‌صورت تمام شماري پرسش‌گري شده است. ابزار گردآوري اطلاعات، پرسش‌نامه، منابع كتابخانه‌اي و اينترنت مي‌باشد و اثربخشي مورد سنجش در اين پژوهش با پرسش‌نامه محقق‌ساخته كه تعداد 7 سؤال داشته، مورد بررسي قرار گرفته است. روايي ابزار سنجش توسط اساتيد محترم و صاحب‌نظران مورد تأييد قرار گرفته و پايايي آن از طريق آزمون آلفاي كرونباخ 0/70 به‌دست آمده است. براي تجزيه‌ و تحليل اطلاعات از روش‌هاي آمار توصيفي استفاده شده است. يافته‌هاي پژوهش نشان مي‌دهد كه از ديدگاه افسران جزء، اين دوره‌ داراي اثربخشي مثبت بوده است. ضمناً در اين پژوهش كيفيت اجراي مجري، اساتيد، منابع آموزشي، فوق برنامه‌ها و پشتيباني دوره نيز مورد ارزشيابي قرار گرفته است به اين صورت كه استاد قياس نژاديان با كسب امتياز 219 به‌عنوان نفر اول، مورد ارزيابي قرار گرفته‌اند. منبع آموزشي درس صحيفه سجاديه با كسب امتياز 213 رتبه اول را كسب كرده‌اند. فوق برنامه‌ها با پنج سؤال و كيفيت پشتيباني دوره نيز با چهار سؤال مورد ارزيابي قرار گرفته و رتبه‌بندي شده است.

Short term in-service courses are considered as one of the most useful courses for increasing the level of every organization’s staff’s knowledge. Therefore, its correct enforcement is subject to observing the pre-set rules and goals. The goal of this research is to study the effectiveness of the course of provincial decentralized insight hold for the managers and chiefs of circles of deputyships and enforcement levels of disciplinary commandership especial to west of Tehran province in 1396. This study is sectional and applied and its statistical community includes 49 persons from low-ranking officers participating in the provincial decentralized insight in 1396 and considering that access to all the participants in this course was possible, we questioned this group as full-counted. The tools for data collection are questionnaire, library resources and internet and the evaluated effectiveness in this research was studied by the made questionnaire which included 7 questions. The legitimacy of analysis tool was confirmed by respectful professors knowledgeable and its constancy was %70, earned by Cronbach Alpha test. We used descriptive statistical methods for data analysis. Research findings show that from the low-ranking officers’ perspective, this course has had a positive effectiveness. Meanwhile, we evaluated in this research the enforcement quality of the enforcer, trainers, training resources, extracurricular, and support of the course. In a way that, professor Ghiyas Nejadiyan taking 219 points was considered as the first person. The training resources called Sahife Sajadiyeh taking 213 points was considered as the first lesson. The extracurriculars were evaluated and classified with five questions and the quality of supporting course with four questions.
