نقش هماهنگ‌كننده جغرافيايي در مديريت شهري جهت تحقق توسعه پايدار شهري (مطالعه موردي: شهر طبس)

The role of geographical coordinator in urban management for sustainable urban development (case study: Tabas city)

اگر مديريت شهري را ساماندهي عوامل و منابع براي پاسخگويي به نيازهاي ساكنان شهر بدانيم، آن را در چارچوب يك نگرش دستگاهي به‌ عنوان نظامي از مجموعه عناصر و اجزا ء به‌هم‌ پيوسته كه داراي روابط تعاملي با يكديگر هستند بررسي مي‌شود. مديريت شهري : عبارت‌اند از سازمان‌دهي عوامل و منابع براي پاسخگويي به نيازهاي ساكنان شهر است كه در چارچوب يك نگرش دستگاهي متشكل از عناصر متعددي كه بالغ‌ بر 25 مورد مي‌شود از وزارت كشور به‌ عنوان يك‌ نهاد برتر تا شهرداري و حتي نقش بازاريان و... كه به‌صورت اجزاء به‌هم‌ پيوسته كه داراي روابط تعاملي با يكديگر هستند، مطرح مي‌شود. تحقيق حاضر با هدف بررسي نقش هماهنگ‌كننده جغرافيا در مديريت شهري طبس در راستاي رسيدن به توسعه پايدار شهري انجام‌ گرفته است. روش پژوهش به دو صورت اسنادي و ميداني و شيوه­ ي گردآوري داده­ ها استفاده از پرسشنامه و توزيع آن ميان مسئولان نهادهاي دخيل در شهر، مديران شهري و شهروندان شهر طبس بوده است. داده­ ها با وارد شدن به محيط نرم‌افزاري SPSS از طريق فرمول كوكران و آزمون آلفاي كرانباخ تحليل‌ شده‌اند. نتايج تحقيق نشان مي­دهد، خلأ يك‌ نهاد (كميته) هماهنگ‌كننده و رابط بين عناصر مؤثر در مديريت شهري به طور كامل محسوس است و براي رفع اين مشكل مي‌توان شوراي شهر را به‌عنوان نمايندگان مردم و يك كميته رابط و هماهنگ‌كننده قلمداد كرد كه در راستاي توسعه شهر در سطح محلي و منطقه‌اي به مديران شهري كمك شاياني نمود.

The present study aims to investigate the role of coordinator of geography in Tabas urban management in achieving sustainable urban development. The research method was documentary and field study and data collection method was used by the questionnaire and its distribution among the officials of the institutions involved in the city, urban managers and citizens of the city of Tabas. Data were analyzed by entering the SPSS software using Cochran formula and Cronbach's alpha test. The results of the research show that the void of the coordinator's proposal (committee) and the link between the elements effective in urban management is quite tangible, and in order to overcome this problem, the city council could be considered as the people's representatives and an interdepartmental committee to coordinate the development of the city at local and regional levels.
