استاندارد سازي ابزاري راهبردي در مديريت نوآوري

Standardization; a strategic tool in defence innovation management

نوآوري‌هاي فناورانه، تنها مسير رشد و توسعة بلندمدت صنعت، اقتصاد و ارتقاي ظرفيت‌هاي دفاعي است. استانداردسازي فرايندي پويا جهت شكل‌دهي به‌مسير نوآوري محسوب مي‌گردد و روابط هم‌افزايي استانداردسازي و نوآوري، مزاياي اقتصادي چشمگيري را به‌همراه دارد. در اين پژوهش، به‌بررسي رابطه ميان استانداردسازي و نوآوري در برخي‌از صنايع دفاعي كشور پرداخته و بررسي مي‌گردد، استانداردسازي از طريق چه عواملي و چگونه بر نوآوري اثرگذار است. پژوهش پيش‌روي از لحاظ هدف، كاربردي و از منظر نوع داده‌ها، پژوهشي كمي مي‌باشد و بر‌اساس ماهيت و روش گردآوري داده‌ها، يك پژوهش توصيفي-پيمايشي است. به‌منظور دست‌يابي‌ به هدف پژوهش ‌از تحليل همبستگي متغيرها، تحليل عاملي اكتشافي و روابط رگرسيوني چندگانه، استفاده شده‌است. مطابق مدل پژوهش، پنج عامل اصلي كه در توسعه و ارتقاي استانداردسازي نقش دارند، شناسايي شد. هر پنج عامل شناسايي شده، همبستگي نسبتاً قوي و هم‌جهتي با نوآوري‌هاي تدريجي دارند. اما دو عامل مقررات و ريسك فناوري، همبستگي منفي با نوآوري‌هاي بنيادي داشته و به‌عنوان تهديد و مانعي براي آنها محسوب مي‌گردند. دو عامل تحقيق‌ و توسعه و تجاري‌سازي نيز همبستگي مثبت و قوي و عامل راه‌كار فني همبستگي مثبت ولي ضعيفي با نوآوري‌هاي بنيادي دارند. مطابق نتايج پژوهش، به‌طور كلي و در مجموع استانداردسازي همبستگي مثبت و معناداري با انواع نوآوري دارد، كه اين همبستگي در نوآوري‌هاي بنيادي به‌نسبت نوآوري‌هاي تدريجي ضعيف‌تر مي‌باشد. در نهايت نيز ايجاد سازمان‌هاي خصوصي تدوين‌ و توسعة استانداردها با هدف تسريع عرضه نوآوري‌ها به بازار و تسريع اصلاح نظام استانداردسازي كشور پيشنهاد شد.

Technological innovations are the only way for the long-term growth and development of industry, economy and development of defence capabilities. Standardization is a dynamic process for shaping the path of innovation, and the synergistic relationship between standardization and innovation enjoys significant economic benefits. In this study, the relationship between standardization and innovation in some of the country's defence industries as well as the factors affecting standardization are investigated. This research is applied in terms of purpose and quantitative in terms of data type and based on the nature and method of data collection; it is a descriptive-survey research. In order to achieve the purpose of the research, correlation analysis of variables, heuristic factor analysis and multiple regression relations have been used. In order to fulfil the purpose of the research, correlation analysis, exploratory factor analysis and multiple regression equations, are used. According to the research model, five main factors for standardization were identified that have the greatest impact on innovation. All five identified factors have a relatively strong correlation with gradual innovations. However, the two factors of regulation and technology risk are negatively correlated with fundamental innovations and are considered as a threat and obstacle for them. On the other hand, research and development and commercialization have a strong correlation but technical solution has a positive and weak correlation with fundamental innovations. According to the research results, in general, standardization has a positive and significant correlation with different types of innovation, which is weaker in fundamental innovations than in gradual innovations. Finally, the establishment of private standardization organizations is proposed with the aim of accelerating the supply of innovations to the market and accelerating the reform of the country's standardization system.
