Obligations of States in the Non-Proliferation System and their Executive Territory in Disarmament

به نظر مي رسد دولت­هاي هسته اي ضمانتي به تقليل توان هسته اي خود ندارند و راه توسعه در اين زمينه برايشان مسدود نگرديده است. اين وضعيت به ويژه با تصويب كنوانسيون هاي بين المللي تشديد شده است.هدف از تحقيق حاضر،شناسايي مفهوم تعهدات دولت ها در نظام عدم اشاعه و قلمروي اجرايي آن و بررسي چالش ها و خلاءها در اين زمينه مي باشد. سوال اصلي تحقيق حاضر آن است كه تعهدات دولت ها در نظام عدم اشاعه و قلمرو اجرايي آنها در خلع سلاح چيست؟ تعهدات دولت‌ها در نظام عدم اشاعه، منافع فردي آنها را بر منافع كل جامعه بين المللي كه همانا حفظ صلح و امنيت بين المللي،حمايت از حق مردم در تعيين سرنوشت خود، حراست از شأن و منزلت انسان،حفظ ميراث مشترك بشريت، محيط زيست و نظم نوين اقتصادي بين المللي است غلبه داشته و مانع رشد و تعالي آن شده است.

Nuclear powers do not seem to have a guarantee of reducing their nuclear capability, and they are not blocked from developing. This situation has been aggravated especially with the ratification of international conventions. The purpose of the present study is to identify the concept of governments' obligations in the non-proliferation system and its executive territory and to examine the challenges and gaps in this field. The main question of the present study is w­h­a­­t are the obligations of states in the non-proliferation system and their e­x­e­c­u­t­i­v­e territory in disarmament? The commitments of governments in the non-proliferation system have outweighed their individual interests over the interests of the international community, namely the preservation of international peace and security, prot­e­ction of people's right to self-determination, protection of human dignity, preservation of common heritage humanity, the environment and the new in­te­r­national economic order, as a whole and have hindered its growth and excellence.
