شرايط جديد نظام بين الملل باعث شده تا مولفه هاي جديدي در ساختارهاي رسمي بين المللي نقش ايفا كند. مطرح شدن بازيگران جديد و اهميت يافتن افراد و نهادهاي غيردولتي در جهان موجب شد تا كشورها براي تامين منافع خود علاوه بر روش هاي گذشته، ابزارها و راه هاي جديدي را به كار گيرند كه يكي از مهم ترين آنها را مي توان بهره گيري از ديپلماسي عمومي دانست. با توجه به فرازونشيب هاي حاكم بر روابط ايران و آمريكا در دوره هاي زماني مختلف، و با عنايت به چرخش گفتماني در سياست خارجي ايران به تنش زدايي و اعتمادسازي با جهان خارج در دوران دولت اصلاحات، ديدگاه ها در مورد ايران تغيير و آمريكا تلاش نمود با بكارگيري ديپلماسي عمومي در ايران به اهداف و منافع خود تحقق بخشد. از جلوه هاي بارز ديپلماسي در اين دوران مي توان به اعزام تيم هاي ورزشي، صدور رواديد و تسهيل مبادلات دانشجويي، و ساير برنامه هاي علمي، فرهنگي اشاره كرد. از اين روي پرسش اصلي در اين اثر اين است كه رويكرد آمريكا به ديپلماسي عمومي در ايران از چه بارزه هايي در دوران اصلاحات برخوردار است؟ انگاره اوليه اين است كه آمريكا در اين دوره بر گسترش ليبرال دموكراسي، بازنمايي مثبت از اقدامات آمريكا و تغيير فرهنگ عمومي در ايران تاكيد داشته و نسبت به دوره هاي قبل، ديپلماسي عمومي آمريكا غير رسمي تر و با مشاركت بازيگران غير دولتي صورت پذيرفته است. اين اثر با روش توصيفي وبا استفاده از منابع كتابخانه اي به بررسي موضوع پرداخته است.

Outstanding examples of diplomacy during this period include sending sports teams, issuing visas and facilitating student exchanges, and other scientific and cultural programs. Therefore, the main question in this work is that what does the American approach to public diplomacy in Iran have in terms of reform? The first idea is that the Americans during this period of liberal democracy have shown a positive representation of American actions and the transformation of public culture in Iran, and American diplomacy has become more unofficial, with the participation of non-state actors, than in previous periods. Descriptive literature is used to explore the subject through library resources.
