The Strategies of Developing Sustainable Benefaction Culture

وقف بزرگترين صدقه جاريه است كه باعث توسعه اقتصادي، اجتماعي و فرهنگي در كشور مي شود و مي تواند بسياري از مشكلات جامعه را برطرف نمايد، با نگاه به تاريخ در مي يابيم كه اين نهاد در ملل مختلف قبل ازاسلام وجود داشته و مورد امضاء و تاكيد و سفارش اسلام قرار گرفته است. آن گونه كه رفتار و شيوه پيامبراكرم (ص) و ائمه اطهار(ع) رواج و گسترش وقف در جامعه اسلامي بوده و در شأن و جايگاه آن بسيار سخن فرمودند و مؤمنين به پيروي از آنها سعي مي كردند بخشي از امكانات مالي خود را وقف امور خيريه كنند. حال اين پرسش مطرح است كه راهكارهاي ترويج فرهنگ وقف در جامعه كنوني چيست؟ و چگونه مي توان اين فرهنگ را در بين مردم رواج داد؟ شيوه تحقيق در اين نوشتار به روش تحليلي ـ توصيفي و با استفاده از منابع كتابخانه‌اي و مطالب از متون علمي، استخراج و به توضيح و تشريح آن پرداخته شده است. نتايج پژوهش نشان مي‌دهد كه، عدم شناخت مردم از وقف، عدم مديريت وقف و عدم راهكارهاي مناسب مشاركت مردم در امور خير، از جمله عواملي هستند كه مانع توسعه وقف مي گردد. پژوهش حاضر در نهايت پيشنهاداتي در راستاي تشويق و چگونگي مشاركت در اين امر خير و نيز اصلاح قوانين و اقدامات اجرايي، ارائه داده است؛ با اين پيش فرض كه بكارگيري اين پيشنهادات مي تواند منجر به توسعه فرهنگ خير ماندگار گردد. فلذا اگر سنت نيك و پسنيديده وقف رواج پيدا كند، سهم عمده اي در تحول جامعه ايفا خواهد كرد.

Waqf is the largest charity which promotes economic, social and cultural development in the country and can solve many of the problems of society. Looking at history, we find that this institution has existed in different nations before Islam, and it has been signed, emphasized and ordered by Islam .In the way that the behavior of the Prophet Muhammad (PBUH) and the Imams (PBUH) was the prevalence and expansion of the waqf in the Islamic society and its value was emphasized and their believers tried to follow them to devote part of their wealth to charity. Now the question is "what are the ways of promoting waqf culture in modern society? an‎d how can this culture be popularized among people? The research method in this article is descriptive analytical method, which is extracted and explained and described using library resources and materials from scientific texts. The results of the research indicate that there are some factors that prevent the development of the waqf: unawareness of the people of the waqf, the lack of management of waqf and lack of appropriate strategies of public participation in charity. The present research has finally offered suggestions for encouraging and how to participate in this, as well as reforming the laws of executive actions, with the presumption that the use of these proposals could lead to the development of a lasting good culture. Therefore, if the tradition of devotion prevails, it will play a major role in the development of society.
