چكيده لاتين :
Development is not only an important concern for states in domestic scene, but also has a special position in international arena. Besides of its place as a right under the subsection of solidarity rights (third generation of human rights), conventions of disarmament and arms control also consider it as an agreed commitment for states, that should be facilitated.
In the present article, while reviewing the approach of positive international law to peaceful devepment of unclear technology in various aspects of software and hardware (including infrastructure, science and technology), a comparison has been made with the prohibitions of proliferation of weapons of mass destruction.
The author believes that the peaceful development of nuclear technology is not in contrast with the disarmament commitments undertaken by states and therefore, these are the attempts of developed and often military advanced countries which are trying to treat contradictions to limit the right of development in peaceful fields.
