In this second and last part of the article, the author reviews the general rules of penal law in Islam and the way they are fulfilled. He examines some of the characteristics of Islamic penal law as the conformity of the crime and the punishment, strictness in fulfilling the penalties, equality of all people considering being punished for a certain crime. Other aspects being considered are the authority of the judge, the role of repentance, forgiveness and compromise in punishments, legality of the punishments, respect to the dignity of human being even a criminal, and publicity of the punishments. He compares the way Islam treats criminals with the attitude of secular systems of punishment to clarify the superiority of Islam. In order to prove this, he refers to the verses of Koran; traditions and ideas of Imam Khomeini, as well as other jurists.
