Human development is about much more than the rise or fall of national incomes. It is about creating an environment in which people can develop their full potential and lead productive, creative lives in accord with their needs and interests. People are the real wealth of nations. Thus it is about much more than economic growth, which is only a means of enlarging peopleʹs choices. (Measuring the rate of growth of the societies on basis of production or per- capita income has been practiced since fifty years ago all over the world.) Human Development Reports, since the first in 1990, have published the HDI as a composite measure of human development. This index was developed by Pakistani economist Mahbub ul Haq and Indian economist Amartia Sen. The HDI measures the overall achievements in a country or province in three basic dimensions of human development- longevity, knowledge and a decent standard of living.
It is measured by life expectancy, educational attainment (adult literacy and combined primary, secondary and tertiary enrolment) and adjusted income per capita in purchasing power parity (PPP) US dollars. The HDI sets a minimum and maximum for each dimension, called goalposts, expressed as a value between 0 and 1.Countries having a value of 0.9 or higher fall into category very high human development, those having a value between 0.8 & 0.9 fall into category high human development, countries having a value between 0.5 & 0.8 are called medium human development and countries having an HDI index value lower than 0.5 fall into categories of low human development countries. The report released on December 2008 based on 2006 data, indicate that the value of human development index in Iran is 0.777, which means Iran fall in medium category of human development with rank 84 among 179 countries.
The subject of this article is to calculate and present HDI for country of Iran, Tehran province and its counties, using existing data of the year 1380- 1385 (2001-2006). Up to now calculation has not been made for units smaller than province (ostan) in the country. The reason being_detailed statistical deficiency for such units. The present study, however, tries to create motivation for producing detailed statistics for counties.
