Total quality management consists of continuous process of improvement formation and transformation in equipments, methods, technology and the structure of organizations in order to make conformity by satisfying the needs and the customer’s requests and actualizing the goals of organizations with the cooperation of all members and employees of organizations. The basic procedures in total quality management consist of Edward Deming’s philosophy, Philip krazbi’s philosophy and method, Joran’s philosophy and method and quality in world scale. Regarding the studies that has been taken, some of the important principles of this idea consist of determining specific goals, training and improving employees, improving quality continuously and making the customers satisfied. Some of the specifications of higher education that lay the emphasis on total quality management consist of the students who have special goals and needs, parent’s expectations, government expectations and the governing political regime, individual management goals and humane force and the expectations of society.
So total quality management, consist of process of improvement formation and transportations in training management and humane force and the structure of the organization, training and lesson plans, methods, teaching techniques, equipments, the sources and atmosphere of training, the ways of holding exams, specifying social needs and high education in order to make conformity with the needs and student’s expectation, parent’s and society’s and the certainty of quality of training goals with the cooperation of all members of high education organization.
