چشم انداز اداره دولت و حكومت براساس خط‌مشي‌ها و اسناد راهبردي برخي از انجمن‌هاي علمي اين رشته

The Vision of Public Administration Based on Strategic Plan of PA Scientific Associations

ماهيت ميان رشته اي و بعضاً چند رشته اي دانش اداره دولت و حكومت سبب شده است پيشرفت در آن، مستلزم به‎كارگيري، مساعدت و همكاري گروه هاي علمي متعددي باشد؛ البته اين رشته صرفاً مصرف كننده يافته هاي ساير گروه هاي علمي نيست، بلكه عرصه ي تقابل و هم افزايي و زايش نظريه هاي جديدي است كه متقابلاً مي توانند يافته هاي علوم مذكور را تحت تاثير قرار دهند. ‌شكل گيري انجمن مديريت دولتي ايران فرصتي را براي گردهمايي و اجماع متخصصان و صاحبنظران گوناگون، از انواع مرتبط با اين حوزه از دانش فراهم مي سازد تا ضمن مطالعه ي پديده هاي پيچيده ي اجتماعي، با توسعه همكاري هاي علمي خود، زمينه ي هم افزايي بازده پژوهش ها و مطالعه هاي درحال انجام در حوزه هاي علمي گوناگون را فراهم نمايند. بديهي است هر سازمان يا انجمن علمي و اجتماعي نيازمند چشم انداز و اسناد راهبردي است كه مجموعه اي از مهم ترين اهداف و دلايل بودن سازمان را در برداشته، هدايتگر ذي نفعان و تصميم گيرندگان اصلي آن در مسيري معين و روشن باشند و به ترسيم آينده اي مطلوب براي آن كمك كنند. ‌از اين رو، در اين پژوهش تلاش شده است با مطالعه و تحليل محتواي مجموعه-اي از اسناد راهبردي انجمن هاي فعال در حوزه ي دانش اداره دولت و حكومت در جهان، مهم ترين اهداف و ماموريت هاي انجمن علمي فعال در عرصه دانش اداره دولت و حكومت شناسايي شده و در قالب سندي راهبردي نمونه تدوين شود.

Abstract: The knowledge of public administration which is considered as an inter-disciplinary field is one of the most important fields of human sciences, which focuses on the study of organizing governments. This field and its curriculum will highly affect many of the human beings and their future. This field has resulted in a requirement for using the collaboration and cooperation of several scientific groups. Of course, public administration field is not merely an end user of the findings of these groups; it provides the opportunity for a synergy and interaction of new theories which can affect the findings of different scientific groups. Each organization or scientific & social association requires strategic plans, which comprise organizationʹs mission, the most important goals, values, and strategies, which will guide the leaders in moving the organization toward its preferred targets. Of course, image formation depends on knowing the opportunities, threats, weak points, and strengths of the studied system, and using their capabilities effectively. In this research, the strategic plans of active public administration associations have been studied and analyzed, and based on them recognized the mission and goals of association and written a sample strategic plan for a PA association.
