تحليل روابطه پاسخگويي عمومي وبرون‌سپاري در سازمان عمومي

موضوع خصوصي سازي و كوچك سازي دولت در طول دو دهه گذشته يكي از مهمترين مباحث در برنامه هاي اصلاح ساختاري كشورهاي درحال توسعه و توسعه يافته بوده است. تجربيات و شواهد علمي نشان مي دهند كه شركت هاي دولتي از عملكرد مالي و مديريتي خوبي برخوردار نبوده ،‏ به طوري كه كالاو يا خدمات توليد شده با وجود هزينه هاي زياد از كيفيت خوبي برخوردار نيست و نوعي ناكارآمدي و كم بازدهي در عملكرد اين گونه شركت ها مشاهده مي شود. لذاخصوصي سازي به عنوان ابزاري براي كارآتر كردن دولتها مورد استفاده قرارمي گيرد. هر چند خصوصي سازي به عنوان يكي از مهمترين روشهاي معمول براي كارآتركردن دولتها به كارگرفته مي شود ليكن هنوز سوالاتي در مورد مسيوليت عمومي دولتها در مقابل عامه و پاسخگويي به ايشان پس از اين واگذاري ها باقي مي ماند. در كشور ما نيز اين روند (خصوصي سازي و به ويژه پيمان سپاري) رو به افزايش است. از اين رو اين مقاله سعي دارد ضمن بررسي متون علمي در اين زمينه،‏ بر اساس تحقيق ميداني انجام شده به اين سوال پاسخ دهدكه آيا وضعيت پاسخگويي عمومي بعد از پيمان سپاري در سازمانهاي مورد نظر بهتر شده است؟ به منظور پاسخ به اين سوال از روش تحقيق توصيفي ومقايسه ميانگين دو جامعه آماري با ابزار پرسشنامه و مصاحبه استفاده شده است،‏كه نتيجه حاصل از يافته هاي پژوهشي،‏ اثبات فرضيه ها را نشان مي دهد. به اين معنا كه پس از پيمان سپاري،‏ وضعيت پاسخگويي عمومي بهبود يافته است.

The topic of privatization and downsizing of government has been one of the most important issues in developing countriesʹ structural reform plans, in the last two decades. Experiences and scientific evident show that public companies had not a good financial and managerial performance, so that their goods or services, with regard to its great cost, hasn’t had the required quality, and some kinds of inefficiency exists in their performance. Although privatization is utilized as one of the most important methods of building a more efficient government, but there still remains some questions about governments public responsibilities and accountability after that the sectors are privatized. In our country, also, this process has increased rapidly (specially contracting out). This paper had attempted to review scientific text regarding this issue and according to the field research wants to answer this question that whether or not there has been a progress in public responsibility status after outsourcing in the organizations? To answer this question, descriptive research method and comparison of the two population means, thru questionnaires and interviews is used the results of the research proves the hypothesis which means that after the outsourcing is done. The public responsibilities status will improved.
