Cooperation between Iran and Central AsianCountries on Electricity Exchanges

مي‌توان ادعا كرد كه بخش سوخت و انرژي در توسعه كشورها و بهبود سطح زندگي مردم نقش حساسي داشته و از اركان اصلي توسعه اقتصادي كشورها محسوب مي‌شود. انرژي برق نيز در هر كشوري به‌عنوان زير بناي توسعه اقتصادي، اجتماعي و فرهنگي به حساب مي‌آيد، به‌طوري كه رشد انرژي الكتريكي به‌عنوان شاخصي جهت اندازه‌گيري رشد توليد ناخالص داخلي ارزيابي مي‌شود. با توجه به اهميت اين موضوع بايد گفت كه منطقه آسياي مركزي داراي ظرفيت هاي فراوان اقتصادي در بخش هاي گوناگون از جمله بخش انرژي الكتريكي است. اين موضوع با توجه به موقعيت منحصر به فرد ايران در بحث اقتصاد منطقه اي مي تواند زمينه شكل گيري يك گروه‌بندي توليد و توزيع انرژي را در منطقه آسياي جنوب غربي فراهم كند. بنابراين در اين مقاله تلاش مي شود ظرفيت ها و ظرفيت هاي كشورهاي تركمنستان، تاجيكستان و قرقيزستان در آسياي مركزي و ج. ا. ايران در زمينه ظرفيت توليد و توزيع انرژي الكتريكي با توجه به موقعيعت ترانزيتي ايران و بازار مناسب كشورهاي منطقه از جمله افغانستان و نياز روزافزون كشورهاي غرب و جنوب آسيا مورد بررسي قرار گيرد.

It can be argued that fuel and energy sector plays a crucial part in the countriesʹ development and improvement of peopleʹs living standards, constituting a pillar of economic development for nations. Electricity is considered as an infrastructure for economic, social and cultural development in a way that the growth in electric power is evaluated as an indicator for measuring the growth of gross domestic product. Given the importance of this factor, it can be suggested that Central Asia possesses huge economic potential in various sectors including electrical power. Given Iranʹs unique situation in the discussion of regional economy, this can pave the way for the formation of an energy production and distribution bloc in the Southeast Asia region. Hence, this paper seeks to explore the potential and capacities of such countries as Turkmenistan, Tajikistan and Kyrgyzstan in Central Asia and the Islamic Republic of Iran concerning electrical energy production and distribution capacity, considering Iranʹs transit situation, suitable market in the regional countries including Afghanistan and ever-increasing need of west and south Asian nations.
