3D Virtual Smart Education for Interpol in Third Millennium

نيروي انتظامي جمهوري‌اسلامي ايران عضو پليس بين‌المللي (اينترپُل) است. يكي از چالش‌هاي عمده‌ي پليس بين‌المللي (اينترپل) آموزش اعضاي آن است كه در سراسر جهان پراكنده‌اند و براي آموزش بايد از زبان‌ها و گويش‌هاي مختلف استفاده‌كنند. پيشنهاد نظري (تيوريك) يك‌سيستم آموزشي مناسب با نياز هزاره‌ي سوم براي پليس بين‌المللي (اينترپل) موضوع اصلي مقاله‌ي حاضر است. واقعيت‌هاي موضوع آموزش در مورد‌پليس، موضوعي است كه از زمان‌هاي دور وجود‌داشته‌است. نياز به‌مدل‌هاي جديد و برنامه‌هاي حرفه‌اي و تخصصي براي پليس بين‌المللي (اينترپل) هزاره‌ي سوم، وظيفه‌ي ضروري هييت‌رييسه و كميته‌هاي اجرايي سازمان اينترپل است. شايد يكي از بزرگ‌ترين چالش‌هاي امروز و آينده‌، كه اينترپل در اجراي وظايف خود با آن مواجه است، توسعه‌ي يك‌سيستم آموزشي هوش‌مند مناسب با نيازهاي قرن بيست‌و‌‌يكم است كه در آن، تغييرات شديد فرهنگي جهان، و پيچيدگي جرم و جرايم بين‌المللي امروز تشخيص‌داده‌شود و تاثير فن‌آوري اطلاعات و كاربردهاي آن در رفع اين‌چالش مورد‌توجه قرار‌گيرد. آينده‌ي توسعه‌ي سيستم‌هاي آموزشي اينترپل وابسته به‌آينده‌ي فن‌آوري اطلاعات در جهان و پيش‌رفت‌هاي آموزشي حاصل از آن است. عصر مجازي سه‌بعدي، نهايت پيش‌رفت فن‌آوري اطلاعات در محيط‌هاي دانش‌پايه‌ي جوامع اطلاعاتي جهان امروز و دنياي آينده است. گسترش پيش‌رفت‌هاي حاصل در عصر اطلاعات، با وجود محدوديت‌هايي كه داشته، توانسته با استفاده از ابزارهاي مورد‌نياز و با بهره‌گيري مناسب از فن‌آوري اطلاعات، شرايط لازم براي تغيير اساسي در زندگي بشر را تا مرز ورود به‌موج چهارم، عصر مجازي سه‌بعدي، فراهم‌كند. عصر مجازي سه‌بعدي براي اينترپل شرايطي را فراهم‌مي‌كند تا هرپليس اينترپل، در هرنقطه‌ از جهان، بتواند از يك‌سيستم آموزش مجازي هوش‌مند سه‌بعدي (كه مانند چتري همه‌ي نيازهاي آموزشي را دربردارد) استفاده‌نمايد و توسط هركس در هرجا و در هرزمان (دل‌خواه) و بدون حضور فيزيكي و محدوديت‌هاي زماني و جغرافيايي كه امروز با آن مواجهيم، آموزش لازم را ببيند. پتانسيلي كه در عصر مجازي سه‌بعدي وجود‌خواهدداشت، بسيار فراگير و پايان‌ناپذير است. براي مثال، تجارت الكترونيك مجازي سه‌بعدي، آموزش مجازي سه‌بعدي، دولت مجازي سه‌بعدي، بانك‌داري مجازي سه‌بعدي، سازمان‌هاي مجازي سه‌بعدي، آموزش مجازي سه‌بعدي پليس اينترپل نمونه‌هايي از پتانسيل فصاي عصر مجازي سه‌بعدي هستند. بنابراين، پليس بين‌المللي (اينترپل) به‌يك سيستم آموزشي هوش‌مند نيازمند است تا بتواند نيازهاي آموزشي پليس را در اين فضاي جديد، كه در آينده فراگير خواهد‌شد، پاسخ‌گو باشد. در مقاله‌ي‌حاضر، با درنظرگرفتن موقعيت فعلي سيستم آموزشي در ايران و اينترپل، يك سيستم آموزشي مجازي هوش‌مند سه‌بعدي براي استفاده‌ي احتمالي اينترپل هزاره‌ي سوم معرفي‌‌شده‌است.

Police of Iran is a member of Interpol. One of the main challenges of Interpol is education of its member around the world. Different kinds of languages and dialects must be used in this learning. The main topic of this article is about theoretical suggestion of an educational system in accordance with Interpol’s needs in the Third Millennium. Realities of police education have been existent from the old time. Removing the need for novel models and professional and specialized programs for Interpol are essential obligations of the Board of Managers and Administrative Committees of Interpol in the Third Millennium. One of the major challenges of Interpol to fulfill its duties is about developing a smart educational system in accordance with the needs of 21st century in order to determine cultural changes and complexity of internationals crimes and bring into attention the affect of information technology and its applications. The future of developing educational system of Interpol is dependent on the future of information technology in the world and subsequent improvements. 3-D virtual age is the ultimate improvement of information technology in community-based information environments of present world and future. Developments of information age despite its restrictions has made it possible for human begins to enter Fourth Wave of 3-D virtual age by means of information technology and needed tools. This age has made it feasible for Interpol staff to utilize a 3-D virtual educational system (which removes all educational needs) in every part of the world and receive necessary education without physical presence at any time or place irrespective of geographical limitations. The potential of this age is endless. For example, 3-D virtual electronic commerce, 3-D education, 3-D virtual government, 3-D virtual banking, 3-D virtual organizations, 3-D virtual police education are some indications of the potential of this age. Therefore, Interpol requires this kind of educational system to remove police educational needs. Such an educational system has been introduced in this article considering the current situation of educational system for the potential use in the Third Millennium.
